OSPG Final Report Released

The final report of the Outdoors Sector Project Group, ‘Towards a Sustainable Outdoors Sector’, has been released for public review.  It can be found here Towards a Sustainable Outdoors Sector Peak Body – Final Report.

In addition to being available on this website, it is in the process of being sent to all stakeholders and participants in the review process.

This report is the culmination of the OSPG stakeholder engagement and research efforts and it is hoped this report will help spur further reform and development of effective governance models for the outdoors sector in Victoria.

Importantly, this report has sought to identify and recommend key immediate actions to continue the reform process.

OSPG report nearing finality

Progress on the OSPG project continues at pace behind the scenes, and is rapidly nearing finality.  Group members are committed to finalising the report prior to Christmas.

Following industry consultation and industry submissions, corporate communications experts InsideOut Strategic have taken on the task of pulling the final report together inclusive of:

  • the collation, analysis and summaries of 18 industry submissions,
  • making structural recommendations for the sector
  • formulating objectives around future directions for the sector.
OSPG is gearing up for its fifth meeting this Friday 9th December, where the contents of the draft report are to be discussed at length.  Expect further posts as next steps are determined.

Discussion Paper on Outdoors Sector Governance Models Released for Comment

The Outdoor Sector Project Group today released a brief discussion paper for comment. This discussion paper, which can be found here, identifies three possible models for governance after preliminary discussions with stakeholders and the discussion paper is seeking views and opinions of all interested parties on the issues raised in the paper.

The OSPG is seeking all comments by Friday 28th October 2011.  Responses to the discussion paper and any other issues may be sent to submissions@outdoorssector.org.au.

OSPG – an overview

The Outdoors Sector Project Group (OSPG) has come together to investigate options for the establishment of a representative organisation forVictoria’s outdoors sector.

The OSPG has been formed by two existing peak industry bodies – the Victorian Outdoor Education Association and the Outdoor Recreation Centre – with representatives from both organisations forming the OSPG committee. The committee is also headed by an independent chair, former Victorian Emergency Services Commissioner, Bruce Esplin.

The OSPG is inviting all interested groups, organisations and individuals to contribute their thoughts on the future of the outdoors sector, as well as any ideas regarding the format and role of any representative body. More information about making a submission can be found HERE.

Summary: Outdoor Sector Forum, 23/8

BACKGROUND

The OSPG was formed with representation from the Victorian Outdoor Education Association (VOEA), Outdoor Recreation Centre (ORC), Sport & Recreation Victoria (SRV), Parks Victoria, Department of Education and Early Childhood Development (DEECD) and TourismVictoria. This follows a review which was done into the ORC in 2010 with a recommendation for a new peak body for the outdoors sector.

A forum for representatives of the outdoors sector was held on Tuesday 23 August at WesterforldsParkand twenty eight representatives from the sector attended. Bruce Esplin, Chair of the OSPG Steering Committee, also attended together with Steve Cusworth and Jenny Beales from InsideOut Strategic who have been engaged to develop proposed governance models for the Victorian outdoors sector and to undertake stakeholder engagement to obtain the views of the sector and to prepare a final report to the OSPG.

KEY THEMES FROM THE FORUM

A suggestion was made that the outdoors sector’s mission should be “More people outdoors more often in an environmentally sustainable way”.

The key themes of the discussion were that a peak body should:

  • Look at the gaps in services and functions not currently being covered by organisations in the sector
  • Have a balance across policy development, representation and member services
  • Have the capacity to undertake research and evaluation, connect with academia
  • Advocate for the benefits of what the sector does
  • Be a united voice for the sector in promoting the value of what the sector does
  • Have a strong community development role in promoting the outdoors to sectors of the population underrepresented currently – eg older Victorians, newly arrived migrant communities, and in promoting physical and mental health
  • Look at workforce capacity skills and development issues across the sector and work with government to address these
  • Advocate for policy and legislative reform for example on safety and risk management issues, access to public land
  • Work on policy that benefits the whole sector eg further development of the Adventure Activity Standards
  • Focus on building the stakeholder base
  • Have a strong voice with a consistent set of messages

NEXT STEPS

InsideOut Strategic will be undertaking an extensive stakeholder engagement program to capture the views of the sector on these and other issues.  Further information will be sent out widely in the next two weeks with the opportunity for individuals and organisations to make comments.
